What is the HOLY SEE?
The HOLY SEE serves from Montgomery-Capitol as the administrative seat for the Lancea Sanctum within its area of influence. The term "Holy See" refers to the composite of the authority, jurisdiction, and sovereignty vested in the Cardinal of Montgomery-Capitol and his appointed officials through the Sanctified as well as those from other covenants who offer support. As the "central government" of the Lancea Sanctum within the local region, the Holy See has a legal personality that allows it to enter into treaties as the juridical equal of a domain and to send and receive diplomatic representatives throughout the South East or Nation. The Holy See is also an observer on a formal or informal basis of the Lancea Sanctum and oversees matters of conscience and faith under jurisdiction of a Tribunal of Peers for acts of heresy or those of a social nature. Only its temporal powers are limited respectively to the distance of its relations. The Cardinal delegates the internal administration of Montgomery-Capitol and maintains a standing Garrison, a voluntary martial force. The Holy See is designed to conduct active diplomacy between praxis-holders of other domains and establish unanimity between other Lancea Sanctum. Therefore, a Consular (an official appointed by Montgomery-Capitol to reside in a separate domain and represent his or her city's interests and to assist its kindred there) per city to fall under the service of the Grand Legate.
